He pointed to increased maritime traffic through the Strait of Hormuz and easing oil prices as signs of stabilisation, but warned that military action could resume if Tehran failed to honour its commitments. Under the framework, a 60-day negotiation period would begin after signing. The proposal includes limited sanctions relief, toll-free passage through the Strait of Hormuz and a commitment by Iran to dilute part of its highly enriched uranium stockpile.
